The converse of my statement is that the release engineer and security 
officer will make commits to this branch.  My original statement would 
make more sense if I added "for commits" to the end of it.

The branch will be used for critical security fixes only.  If you are
thinking about making a commit to this branch and you aren't RE or SO,
don't.  It must be done by the release engineer or the security
officer or done with their explicit and sepcific permission.
