Check out http://home.san.rr.com/freebsd/dal-upgrade.html. There's a lot of good information there on configuring your kernel and your system to run an ircd in the most optimized fashion possible. As far as hardware goes, ircd doesn't require much disk space, but it does use a fair amount of memory, depending on how large of a network you're on.
