I am stumped about this:

Why am I not able to load the ipl module? I have also tried to compile
a kernel with options for IPFILTER, but the build fails.
options IPFILTER
options IPFILTER_LOG
NB: My kernel is already compiled with support for IPSEC and IPFW, if
that would matter to help in this.
