Hi,

I think it's time to go ahead and make Ruby 2.1 default. An exp-run has been
done and switching to Ruby 2.1 produces no new failures. I was thinking
February 1 2015 would be the date to switch the default to 2.1. Any have
objections?

Also, 1.9.3 will be EOL upstream soon:

So I was thinking of marking 1.9 DEPRECATED on Jan 23 2015 with an
EXPIRATION_DATE of Feb 23 2015. Objections to that?
