What type of mouse is it & what protocol are you using in 
/etc/X11/XF86Config-4 ?

Here's my cvsupfile that works fine:
### SNIP ###
*default  host=cvsup.de.FreeBSD.org
*default  base=/usr
*default  prefix=/usr
*default  release=cvs
*default  tag=RELENG_4
*default  delete use-rel-suffix

src-all
*default tag=.
ports-all
doc-all
### SNIP ###

Have a look at 
http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/cvsup.html
and modify the bottom lines of the above cvsupfile to get 
only the things you really need.
