lynx needs it in the format:

http_proxy=http://some.host.com:8080/
ftp_proxy=http://some.host.com:8080/

AFAIK. fetch needs a different format, and the variable names are in
uppercase.  RTFM for more details. Not sure about wget, I don't use it.
