You don't have to reboot, but if you do, you don't have to worry about specific processes to signal. You probably want to SIGHUP the daemons for all of the services you configured in pam.conf (assuming that's how you get them to read their configuration files; some daemons do it in other ways). Or better yet, SIGHUP one at a time and make sure that it works properly before going on to the next.
