Check the error_log for any message.

srm.conf for the following line:

ScriptAlias /cgi-bin/ /usr/local/www/cgi-bin/

Also make sure that this line is in there:

AddHandler cgi-script .cgi

Also verify that your script is executable by user `nobody'.  Your
