Does anyone know of free mailing list or news group for Windows developers?

I am interested in creating a virutal printer driver to perform certain pagination tricks.
I need specifications on what a printer driver looks like - I assume it is basically a DLL
that provides certain functions.

My windows development tool is C++Builder 3.
