Did we all agree that this was the way to go?  My observation seems to
be that the majority opinion was not to use group (mail)-writable
/var/mail....

My comment was on the -current version.  libutils in RELENG_2_2
acquired new functions so bumping the number on that branch was
correct.

If I don't hear from Bruce or David(n) soon, I'll back it out myself.
