Looks like you need to make a new kernel with these options:
options         NETGRAPH
options         NETGRAPH_ETHER
options         NETGRAPH_PPP
options         NETGRAPH_PPPOE
options         NETGRAPH_SOCKET

which are what I used when I was still using pppoe.
