I replied to Dan Moschuk's commit message for this with the additional suggestion of including uucpd in src/libexec/Makefile too, but got no response. I like the idea of wrapping the files in src/etc with the NOUUCP (NO_UUCP maybe?) knob as well. Further research offers rmail in src/bin/Makefile as a candidate as well.
