ifconfig & jail setup

roughly architecture looks like this, on the Altra boxes we needed
14.0-CURRENT patches, so the jail host is using that.

14.0-CURRENT arm64 host
- zerotier ipv6 mesh vpn (tuntap style) linking jail hosts
- haproxy (TLS termination) and proxying various IPv6 services locally

13.0-RELEASE jails
- running a bunch of typical web daemons
- jails access databases & services etc over IPv6
- pf NAT out of jails
