That really depends on the version you're using. I seem to recall that it's linked to the number of user in the kernel config file of the compiled kernel in versions pre 4.5. and in 4.5 you set this maxuser number to 0 and it will set the number dynamicly on boot up.

I the formula is 20 + 16 * maxusers. so if your maxusers is set to one you can only have 36 maxuim processes.
