There is a port, /usr/misc/localedata that was designed to fix this problem. In your shell's rc file you add PATH_LOCALE=/usr/local/share/compat/locale; export PATH_LOCAL (That's for a Bourne style shell, I am not sure of the csh syntax.) That should solve the problem. As your ports are gradually upgraded, the problem should disappear.
