Uh oh. The C requires a driver update. Does anyone know if 2.1.5-R has
the C update? (The 3c589 and 589b work okay)

Is the card itself configured for those parameters from 3c589cfg.exe?
Note if you have Card Services running on your DOS box then it will
rewrite the settings.
My better guess is that the driver wasn't updated for 2.1.5-R. It is in
-current.
