I didn't report it as a bug because I thought it was something I did. ( deleted /usr/src, /usr/ports , upgrade to current snapshot. ) But it does seem /usr/src/tools is missing from 4.0-current snapshots. Anyway, pulling a copy of /usr/src/tools from another box fixes the install.sh setup routines.
