No. only one port make both of original and JP version of tcl binary.
I think it is something like apache and apache-SSL.
(Actually, I got basic concept from them.)

If the ports is extracted in lang/tcl76 or x11/tk42, then default target
is original one. because variable LANG will be set automatically to
'C'(Makefile is looking ${.CURDIR}). and if the ports is extracted to
another place (but not in japanese/), LANG also will be set to 'C'. C
is default.
