Yes, the tunable that affects arc_available_memory()
is vfs.zfs.arc.free_target (which is also called
vfs.zfs.arc_free_target on my test system.

The !UMA_USE_DMAP case is pretty much noise now
that i386 is not supported. (UMA_USE_DMAP is
defined in amd64/include/vmparam.h. I haven't
looked at other arches.)

You could try increasing vfs.zfs.arc.free_target
can see what happens?
