 * My general plan for these sorts of things was to have the package
 * name use the version number of the latest version of the DTD in
 * the package, eg: html-3.2.tgz, docbook-3.0.  That worked great
 * until I added "Couger" which is the latest HTML version but
 * doesn't have a number. 

Just make up one.  I use "1.0" for something that's released only once 
and not updated in years (obviously doesn't apply here) and the date
("1997.06" and such) for others.
