My bad :)  I see now what you want.  It's possible to have the
delevoppers list with links to a page with all pgpkeys, which would be
quite the same as current situation.

If you want to directly "jump" to an existing key, you would have to
change:
the first <sect2> with <sect2 id="pgpkey-dougb"> then using
<xref linkend="pgpkey-dougb"> in the sgml code to create the link.
