Subject: portsclean (in portupgrade) not honoring held packages

I made the unpleasant discovery yesterday that portsclean does not respect
a package's "held" status in pkgtools.conf, and will merrily blow away its
work dir and everything else.

I had some customizations I had done on one package I'm using, that I
hadn't yet created patch files for. Unfortunately, they're gone now,
after running "portsclean -C".

Is this the intended behavior, or just an oversight/bug?
