Like I said in the original email, I'm pretty sure src/COPYRIGHT
covers all files originally imported into the repository.

  All of the documentation and software included in the 4.4BSD and 4.4BSD-Lite
  Releases is copyrighted by The Regents of the University of California.

Since /etc/security came in from the intial CVS checkin you'd think
it would apply.
