Well, not fixed...But...

There was an ISA slot on my MB that is bad.  Whenever a card is plugged =
into
it, the system halts with that error.  When the slot is open, the =
system
works fine.

So I'll just avoid that slot for now, and go order a new motherboard

Just recreated the kern.flp.  Put it into the drive.  It's definitely
booting off of the floppy.  This time, It didn't get into the =
bootstrap.
Just the -\|/-  then gave me the same error, with different numbers.
