That is called Haddock, the documentation tool similar to Javadoc and Doxygen. Since it parses the same source code as the compiler itself, and the compiler tends to change quickly, they both come in the same package. Disabling the documentation disables the haddock tool, so the dependent Haskell Cabal packages cannot generate their documentation.
