The problem did not go away if using dhcp6c, I just gave up on using dhcp6c.
I'm using dhcpcd with 14.1-STABLE built on 20240809 (uname -K =3D=3D 140150=
2,
uname -b =3D=3D 9b4e712570e7411c0f58d3b8455ecf462ec91846).

I also changed providers.  dhcp6c didn't work with spectrum (aka charter) a=
nd
didn't work with starlink either.  I was running dhcp6c with a back revisio=
n of
14 stable until switched to starlink and did a dhcpcd config and gave up on
dhcp6c.

Perhaps this bug should be reported in ports against dhcp6c.  I did not loo=
k at
where in the code dhcp6c was not getting a response.
