Ports is a MUCH more compartmentalized (and suffers less terf wars);
then /usr/src.

Where should I add that for Binutils?  In every Makefile in
src/gnu/usr.bin/binutils and src/contrib/binutils?  (and I think Binutils
is an easy case here, much less say "NEWCARD").
