The assumption and conclusion that it's trying to support unsupported 
stuff is incorrect and a straw-man.

It is an explicit and correct declaration of the versions it supports.

USES=python (without a version-spec) is what needs cleaning up, along 
with fixing bulk -a not to break when Python ports correctly specify 
their version support.
