I'm not sure what the official stance is, but in my opinion, since
neon defaults to installing the file, and thus other packages that
depend on neon (like subversion, and perhaps others) come to expect
it, there doesn't seem to be any reason not to install the .la file.

I mean it's not like having it there will keep you from linking
directly against the .a or .so files if you want to, it just provides
another option for other packages, and reduces the number of FreeBSD
specific changes we have to introduce in ports.
