Sorry. I don't think that this changes are big enough to discuss.

All FreeBSD mail programs use flock now. Fcntl have some disadvantages,
see fcntl man page f.e.

We ship FreeBSD with sendmail by default which understand 8BITMIME well.
Users with other MTA (non-default case) supposed to make needed changes
by themselfs. Many mail ports already assume sendmail in any case.

DSN also works well with sendmail which shipped by default as I already
say. Some mail ports already use DSN too.
