I didn't put netpbm into EXEC_DEPENDS because the web-browser was the
only xemacs package that needed it. I don't think it makes sense to
force the presence of a package that is only used in certain circumstances.
On the other hand, it *should* be noted somewhere conveniently that
you need netpbm to use w3 under xemacs. Ideally, this would be w3-mode
itself if it can't find the necessary filters. 

What about putting a notice into DESCR about w3-mode needing netpbm?
