an array, as in VNET_DEFINE(struct hhook_head *,
ipsec_hhh_in[HHOOK_IPSEC_COUNT]).

Of course we could add VNET_DEFINE_ARRAY and so on.  Maybe that's better
anyway.  Do you see a way to work around the problem without introducing
something like that?
