Can anyone explain this message?

blacklamb# cd /usr/ports/security/nmap
blacklamb# make

need a fresh make world or an upgrade kit. Please go to
http://www.FreeBSD.org/ports/ or a mirror site and follow the instructions.

My box is a 4.3-STABLE build that's no more than 2 or 3 weeks old.  I've
CVSup'ed and tried again but get the same message.  Do I really need to
build a new world and kernel?
