It's relative to ${PREFIX} and it's quite cleanly stated by port that
@${ECHO_MSG} "Define GALLERYDIR to override default of 'www/data/gallery'."
it does not say "to override default of /usr/local/www/data/gallery"
To get what you want, you can use PREFIX=/usr GALLERYDIR=phpapps/gallery
