Although I agree with the fact that hyperlinks are better for information linking than SEE ALSO sections in a manpage, I think this sort of reference clearly belongs in the *man*ual. I look to the handbook when I have a specific task I want to do, not for reference. Now, the XML manpage stuff, that would really rock.
