It seems that the exchange verifies that a device is still connected to the S0 bus by regularly "polling" it with TEI check requests. This is a legal inter- action between a device and an exchange. The PBX i'm connected to in the company i work for does this also but AFAIK the german Telekom exchanges don't do it.
