WIP MinGW-w64-11.x GCC-12

This patch provides a working MinGW-w64 tool chain, however, there is some
plist work do be done with symlinks so Wine-8.x finds the MinGW-w64 C compi=
ler.
The patch has only been build tested on an amd64 host.

I am testing the tool chain with some patches to the Wine port.
