Many of the configuration values are only used at negotiation time. Those, you norrmally can't change without reopening the link. The STD on PPP implies that it should be possible to renegotiate the link without physically dropping carrier (by sending an LCP packet, for instance), but I doubt ppp supports it (and I don't really think it should).
