I was reading in the /usr/share/doc/book.html file about setting my floppy to be user mountable, and it mentions adding a line to the sysctl.conf file in /etc. I don't have one, but I do have rc.sysctl, which also points to the non-existant sysctl.conf. It's also not in the /etc/defaults directory.
