Howdy,

I've attempted to gather all the Networking TODOs from our various, 
scattered, wiki pages and concentrate
them all in one place.  Please review 
https://wiki.freebsd.org/Networking and if you need
update that page.  That is now the central page for all our networking 
todos and the like.
