I have a test system here which was panicking on boot on stable/13 but
worked on main; git bisect narrowed the fix down to this commit so I
MFC'd it now.

On boot (on main and stable/13) it reports
MADT: Ignoring local APIC ID 447 (too high)
so there's still something that needs more investigation.
