Hmm, that doesn't work here on my Inspiron 4150 BIOS version A06. It even seems that S3 (at least on lid close) fails to turn off the LCD screen, from the console. Furthermore, it doesn't come back in 30-60 seconds also. The console does respond to CTRL-ALT-DEL though, so it's definitely just the screen that doesn't work.
