math/py-networkx: Enable builds with py3k

ports r392870 made most dependencies optional per bug 201349
ports r405276 removed a version limitation and set BROKEN for certain OPTION
and PYTHON_REL combinations under bug 204594
ports r455210 (FLAVORS) re-introduced the version limitation, presumably ba=
sed
on a bulk mechanical assessment, not developer inspection, given that the
PYTHON_REL test remained untouched

Both problematic, optional dependencies, math/py-matplotlib and
graphics/py-graphviz now support py3k.
