The point of categorization is so that folks can more easily find ports. Tell us how an ordinary user would possibly associate either dict or gdict as a "net" category. It hasn't anything at all to do with the fact that it merely makes use of network features, it's whether the port's main function is associated with net. Neither of these even remotely fall into the net category, given this reasoning.
