Definitely not. When I compare Windows XP and FreeBSD on the same hardware (notebook with ATA disk), then Windows' shutdown process is a lot faster than FreeBSD's. In fact, when I shut it down under XP for the first time, the power was off so quickly that I thought someting must have gone wrong. It is already irritating that FreeBSD sits there doing nothing for ~ 5 seconds before turning power off. Windows doesn't do that. (Yes I know, there's a sysctl for that, but I suspect that it's not save to modify it in FreeBSD.)
