There are Email preferences under it, and it was explicitly disabled
there (do not send mail for changes done by me). Probably it's the
default. I'd consider it a bit weird, but I fixed it for myself and I
am satisfied with this solution.

Sorry for the noise, I should have found that myself, but, well...
