trivial but-

It's the only drive on the secondary IDE controller,
set to master, but the freeBSD (3.0-RELEASE) boot takes
30 sec. to detect it. This was the same with both the
generic and a custom kernel. Win95 boots in less time!

Not sure if it's related but the K CD player core dumps.

Would making it secondary slave help?

Is it simply being detected or is there initialization to do?

I thought that little or no hardware detection would be
necessary with a custom kernel.
