There's ongoing effort on fixing multibyte support in nvi:

https://github.com/lichray/nvi2

In either case, it's long time for us to embrace unicode support
despite of current problems in its support, otherwise they will
never be fixed. In practice, everybody use utf-8 locales anyway.
