Since I upgraded to version 1.1.6 via pkg upgrade, deluge-cli (latest) will=
 no
longer honor the bandwidth limits that I have set (neither in .config file =
nor
via web-interface).

I believe that some time ago, there was a similar problem. Unfortunately I
don't know whether this is a Deluge problem, a problem of the 1.1.6 port or
even the net-p2p/libtorrent-rasterbar-python port (1.1.6).
