I cannot imagine a scenario in which you have to install/update zfsboot on =
the
running system, over a mounted root pool. If it is a new installation, you
should install the bootcode first, and then create the pool.

Or, if it's a fixit situation, you boot from LiveCD, mfsBSD etc and fix the
bootcode without importing the actual pool of the system you are fixing.
